    Can a US citizen living in Ghana be held to declaration fee?
    Can a person living in Ghana for 3 years whose citizenship is in US be held to the Declaration fee the Ghanians are?

    There is no fee, for anyone.

    This is a scam, a very famous scam

    The person you are talking to, is not even an American, there have large businesses in Ghana, that use faked or stolen ID's, and hire dozens of beautiful women, to do photos, and video talks.

    The people actually doing computer work, or sometimes phones, will be old lady, grandmothers and so on
