Looking for 80s movie similar to Babes In Toyland, has a boy and girl, fantasy land
It is NOT animated, and I recall the main actors being more like pre-teens or teens or maybe even early 20s opposed to younger child actors.. I have had this movie on my mind for years and have finally given up, this is my last resort.. Ok, so I keep going back to something very similar to Babes In Toyland but I am certain that that is not the right movie.. It was quite a bit more fantastical than Babes In Toyland, better costumes, better set, but along the lines of a fantasy dollhouse vibe.. I recall a young boy and girl but it might have been only one but I am leaning towards both, also a fantastical city of some sorts, and I am pretty sure the villain was a woman.. The reason I keep going back to BabesInToyland is because I keep seeing some sort of soldiers or minions of the evil villain.. I also recall townspeople and of course there was the good main helpers to the lead actors and the evil main helpers to the lead villain.. I also think there was quite a large windmill house as well.. I wish I could give more details but that is all that comes to mind right now.. I am dying to know the title of this film.. Any and all help is appreciated.. I send out a thank you out in advance to any/all movie aficionados who can give me a hand..

There was also some sort of palace or mansion that the main villain lived in where the town was.. I specifically remember one scene where the boy and girl are up on a hillyop with their fellow helpers and can see the town/city from where they are.. Oh well, just adding to my recollections..
