There is nothing you can do except take him to a vet. We cannot diagnose him, we cannot treat him...he needs a vet and a competent one, at that.

We can't diagnose online. Why would a vet do x-rays on a dog that is eating, but losing weight, and then send an obviously sick dog, home? That makes no sense at all.
Either you didn't really take your dog to the vet, you're just saying that so we won't tell you to see a vet, or your vet is an idiot. Which is it? The truth will likely save your dog.
Bottom line, your dog will die if it doesn't get the proper treatment. We can't offer treatment for something we can't diagnose, and no one can diagnose online. NO ONE! Not even a vet!
In other words, we can't save your dog. You can. Get your dog to a vet, because I'd bet you haven't done so yet.
If you can't afford a vet, won't even try to work out a payment plan with a vet, you have two options. You can relinquish your pet to the humane society, they'll make sure he gets the treatment he needs, and if he's saved, they'll put him up for adoption to a home that can afford his care, or you can watch your pet die, which seems likely based on what you wrote.
I'm not being harsh, at least that's not my intention. This is reality. If you can't afford to care for your pet, and it becomes sick, you can either find the money and get your pet the help it needs, you can give your pet up so it can get the help it needs, or you can watch your pet die. That's the way the world works, and it sucks. Not me being mean, not at all. I feel for you But this is reality. So it all comes down to what you're willing to do for your dog.

Is he eating or not? You said he isn't eating, and is losing weight, but then said that you feed him and he eats, but won't gain weight. As was said, he needs to see the vet again.
I understand that care can be expensive, but one more option may be to ask your vet about Care Credit. This is used for health care expenses, including those for vets. We just had one of our dogs at the emergency vet hospital for two weeks with pancreatitis. Between ultrasounds, IV treatments, blood work, surgery and recovery, it was a hefty expense, but we used Care Credit to take care of part of it.

I think it sounds like a foreign body. Sometimes the objects that are lodge cannot be seen on x-ray.
Not too long ago, a dog died from his intestines twisting. X-rays didn't show that, necropsy did.
He could also have pancreatitis. That'll make them feel sick and not want to eat. Bloodwork is needed to diagnose that.
Either way, you're looking at pay a big bill. There are options available for you to help the cost.
