What is the best way to clean this type of coil ?

Cleaning those Christmas garland coils is best left to a local pro who as access to chemicals homeowners don't. All coils need to be cleaned from the inside out. Debris travels from the outside inward so one wants to push the junk back out.

You do need coil cleaner, but it is available at Grainger or Johnstone supply. Find your local branch. Both will USUALLY sell across the counter. The coil cleaner will foam up and take dirt with it. It should, however be rinsed from the inside out, as Grady already mentioned. If you can't either get the cleaner or flush for the inside out you will need to hire a professional.

Do you live in a salty environment? I have seen similar coils on house very near the ocean.

If you do lay hands on some professional coil cleaner, DO NOT mix it stronger than the manufacturer says on the label. In fact, if they list several mix ratios, don't use anything stronger than the medium mix. Don't allow the cleaner to dry on the coils & rinse, rinse, rinse. I've seen many condensers damaged by insufficient rinsing.
