    Honda civic recall
    My 2007 Honda civic has a intermittent problem some times it drag's( Does not start up right away when starting)

    Doesn't sound like a recall item. It sounds more like a sensor problem; e.g. MAF Sensor or Crankshaft Position Sensor. An advanced scan tool may nail the problem for you--look for any pending codes.
