Residential Electrical Code for meter installations
For new installations less than five years old, does NEC or North Dakota code ever allow two electrical meters, each serving a separate service panel (upper level/lower level) to be installed for a SINGLE family residence? If so, what are the conditions/exceptions?

First, check with your power company. If they will allow it then you will need the permission of your local AHJ.

Typically, for a single family dwelling you are only allowed one service.
