    Down pipe adaptors Overflow.
I have down pipe adaptors rectangle to round at the end of the downpipe that attaches to the storm water pipe. When there is a heavy down pour, a great deal of water leaks out of this adaptor.

Is the adaptor designed to overflow? How do I prevent this overflow?

Sounds more like a blockage in the round pipe. My downspouts connect the same way and only overflow when leaves block the round pipe which is underground.
