Legal ethics and conflict of interest
Where is the liability created (if any) or the ethics/conflict that arises as it pertains to the victim of damages in this situation?

A victim is damaged by wrongful actions of a cop and prosecutor.

Prosecutor is immune from claim, but faces possible sanctions by supreme court as grievance is filed against him for his role in case.

Tort claim is filed by victim against City stating Cop is liable and city employing cop is liable for victims' damages.

Law firm now representing the city for tort claim previously employed the prosecutor who along with the city cop caused damages to victim. (employment change to prosecutor was less than 1 year before victim's case)

Brother of prosecutor still currently works for same law firm that previously employed prosecutor

Brother's personal legal assistant issues correspondence on the tort claim to victims even though a different attorney at the law firm is supposed to be handling the claim.

Law firm for city denies tort claim from victim to city to compensate for damages by cop (no explanation given, lawsuit expected to ensue)

Is law firm's denial of tort claim any attempt to invalidate victim's claim and thereby assist prosecutor in grievance issues?

Is law firm's representing city and cop conflicted with possible personal interest in protecting prosecutor from sanctions?

Does the conflict only matter to the City, as they are client to law firm? Or does conflict matter to the victim, in seeking justice free of conflict of interest?
