    Relay switches or heating element
On my heater the fan will turn on but no heat will come out, when I turn the unit off my heating coils light up, so I am stumped on what it could be

Sounds like the heat element has sagged to the point that it is touching it's grounded metal cage. To shorted to provide heat with the fan blowing across it. Very dangerous .
