    Restitution is part of a conviction. Federal convictions can be expunged.

    OF course you will have to have paid off all of the Restitution since that is money to pay people back. Once you have paid it all back, and it has been 6 or 8 years after you are off probation and after you have shown you are not getting into any more trouble, you can have the conviction expunged, but if you are asking how you don't have to pay back the restittution, that answer is you have to pay it, can't get out of it, and you will go to prison if you don't
