A key concept to learn and remember is that impluse = change of momentum:

$F \Delta t = m \Delta v$

Here you can rearrange to get

$F = \frac m {\Delta t} \Delta v$

Using $m / \Delta v$ as the mass flow of the water through the hose, and $\Delta v$ as the change in velocity imparted on the water by the pump, you can calculate the force exerted by the water jet on the boat, and from that calculate the acceleration of the boat.
