There are two separate issues here. One is your marriage/divorce issue. Anybody can divorce. This is a matter of state law and has nothing to do with immigration status. I hate to judge, but it sounds like your marriage is not happy or even somewhat controlling/emotionally abusive. Also, it sounds like he doesn't care about you so much because why hasn't he started the adjustment of status for so long, knowing that otherwise you are in a precarious status? Whether you want to divorce is your personal decision. If you decide to divorce, there are various local organizations that can help you with the process if you don't have money.
At the same time, if you divorce, you won't be able to adjust status and get a green card, at least through this marriage, anymore. (I take it from your question that you have not adjusted status yet.) The only exception would be if he were physically abusive to you. But even if you stayed married and apply to adjust status (assuming he even does it), doing it while not happily married will look bad to immigration anyway.

If you can prove that you become victim of domestic abuse, you may be qualified to petition immigrant visa for yourself under VAWA.
Domestic abuse can be in any forms, financial abuse, emotional abuse, physical abuse, verbal abuse, sexual abuse, etc.
Contact me in detail info and your location (state, city, zip), and timeline of your legal status, etc.
