    Water will not come out of faucet in the back yard
    The pipes were replaced under the house and now the faucet will not release water

    First impression is that the person doing the replacement work forget to hook that faucet back into the system, or a valve wasn't opened.

    Check to see if there is an inside shut off. These are used so you can drain the outside faucet for the winter.
