Hello Rose72, sorry about your toilet problems...
What you are describing are 2 separate problems.
1. Clogging is caused by obstruction either in your sewer line or within the toilet bowl. Question: Does the toilet bowl fills all the way to the rim when you flush ? To fix it, you will need to remove the obstruction. If it is within the toilet bowl than use 5' auger snake and snake it. If it is inside your sewer line than you will need to snake your main sewer pipe.
2. Toilet not filling up is another problem. Close water valve on the left side of the toilet. Unscrew water supply line and gently crack open the valve. See if water starts coming through . If positive, than reinstall the water supply and still with water valve OFF, remove top of the Fill Valve and clean it. There may be debris preventing it from opening up.
If you are handy, you can do it all yourself. If not, call handy man or plumber to do it for you.
Hope that helps. Back to you. Milo

Yes some times when flushing water get higher than normal in bowl a little under the rim. The toilet was not having the water fill problem until one of the kids used too much toilet paper and clog the toilet

Ok, than the blockage is within the bowl. You can take plunger and plunge it - or if plunger doesn't work, use 5' auger. Both can be purchased in Home Depot. Back to you. Milo
