Doubt regarding the new immigration bill
.There is a clause which says that employer(who has more than 75% employees on h1 ) cannot bring any new employees on h1 from FY2014.So if this bill passes before 1 Oct 2014 with the same clause then what will the impact of it on a person(outside of US) who has already applied for a h1 on 1 Apr 2013 and his h1 petition is approved and visa stamping is also done before the law is passed(Employer has more than 75% h1 employees)?

The employee who has already applied and paperwork in order, petition approved will not be effected if the bill passes.
