    No.

    Many boards will allow certain guests to sit off to one side, but they are not allowed to speak unless invited to.

    Board meetings generally follow an agenda, with parliamentary rules, and the agenda is made well in advance of the next meeting, so a guest or guests would have to be on the agenda.
