    Heater doesn't turn off
    When I turn the heater on I hear the fan on high speed but when I turn the t stat off heater runs on slow speed and won't cut off

    Since you can turn it on it must turn off. You have not given enough details as to type of heater, space, car, etc. A guess is that it must cool the heating elements off before a complete shut down to prevent damage.
