    No power
This morning I went to change a bulb from a pot light on the deck, when I pulled down the bulb and cover, there was a big flash, and that hole circuit shut off.. I then shut switch off for that outside pot light and changed bulb then I went to the panel expecting a breaker to be tripped off... There wasn't and I'm not sure witch breaker it is.. Assuming it was a 15amp, I tested all the 15 amp breakers and they were All putting out 120volts... Not sure where to go from here. Any suggestions would be greatly appreciated!

The short should normally pop the breaker but in this case it may have caused open circuit by arcing and burning a wire connection. Start by testing for power after the panel at the first box you can open which runs to the deck. Does this circuit have a GFCI breaker or outlet on it?
