    Iam 17 years old having a minor passport and is it possible me to visit my fathers brother living in dubai

    You need to apply for a visa. You also need letter of consent from your parents or legal guardian allowing you to travel alone, plus they will need to inform the airline to place you under "unaccompanied minor".
