My engine pulley on my mower broke and I need to know how to replace it. I have the tools but I turns the entire engine fan and just continuously rotates

I need to remove the mower deck pulleys on a Kubota T1460 in order to replace the bearings. The top retainer nut and spring washer along with the regular washer have been removed but the pulley will not come off the shaft. Long soaks in penetrating oil has not helped loosen the pulleys. Thanks

The tractor ran last year, I parked it for the winter and now will not turn over. I tried jumping the battery and installed new batery, still nothing. Bled fuel line added new diesel. It just gives a knocking sound when I turn the key. Anyone have any ideas?
