    Installed water heater no cold water flow
    Installed water heater from 20 to 40. Changed electrical from 110 to 240. Now I have hot water flow, but not cold.

    Hot water flow but no cold water... that is certainly not common, but it does happen.

    I need to know what you mean when you say, "Now I have hot water flow, but not cold"...

    No cold water to what... the entire house, just one faucet, more than one faucet, etc. Let me know as this will be critical to my answer.

    Finally, since cold water supplies the hot water tank and you have hot water flow then my first thought was that you must have shut a valve off at the cold water that goes PAST the water heater cold water supply... maybe? Here, follow the pipe past the water heater and see if someone (or you? ) shut off a shut-off valve and forgot to turn it back on, OK?

    I looked online and found that most people recommend to shut off the valve.. so looks like he is right

    Here is an article I found about looking for a valve to shut off when your cold water is not working in your home.
