We just installed new electric hot water heater water only gets Luke warm. Both elements and electric checked out good what can be wrong

I would like to know exactly how you determined that the "elements and the electric checked out good"...

Did you confirm 110-120 volts from each leg of power coming into the heater? Did you follow this power down to the thermostat(s) and confirm proper power is being sent out to each element? Did you mess with the thermostats and send power down from the top thermostat to the bottom thermostat... only way you would get power to the bottom element if the top thermostat didn't get fully satisfied?

Did you check each element for continuity (wires disconnected), or do an OHMS test on each element?

If you did all these tests and everything checked out perfectly then the only other reasonable answer would be to pull the DIP TUBE out of the cold water supply and check it for holes or see if it has fallen into the water heater.

Here, if the dip tube fell in or was damaged it could cause the issue you present.
