This is what I found on the subject:

"Firstly, the ignition timing. Examination of the flywheel through
the clutch inspection aperture will show that, approximately 1^ in. in
advance of the TDC marking for cylinders 1 and 4, there is an " Ign "
marking. If this mark is located centrally in the aperture by movement
of the crankshaft, the contact-breaker points should be just about to
break on the appropriate cylinder, and if necessary the distributor
body must be rotated to arrange this. The final setting will, of course,
have to be determined on the road, but this rough timing will be
    sufficient for the preliminaries.

The contact-breaker gap was originally specified as between .015 in.
and .018 in., but it will in all probability be found that a smaller gap,
of say .012 in., will give better results. This again can be settled under
    service conditions."

Do you have timing marks on the crankshaft pulley? If so, I would apply a light coat of distributor cam grease to the cam, set the points to the high point of the cam, and adjust the point gap to .015 inch. Then, I would plug the vacuum advance with a golf tee, attach a timing light, slightly loosen the distributor mounting bolt, and rotate the distributor until the proper timing marks line up. My guess is the timing is set around 15 degrees BTDC. Finally, reattach the vacuum advance, set the idle rpm to spec, and tighten the distributor mounting bolt. Allow your ear and how it performs govern any additional adjustments.
