What is this movie called?

I've seen this movie when I was really young (or at least part of it) and it was aired on T.V.

There is this family that moves to a small town but the small town is 'perfect' but the mayor is actually controlling them through vitamins that the people are required to take. This is all I can remember of the video but I don't remember anything about it and I want to watch it... I just can't remember what it was!
