1990s low budget horror film set in south Florida
I am trying to find the title of a movie that was made in the 1990s. It was either on Showtime or HBO.

It is somewhat of a movie/documentary about an older man in Florida and his quest to make a very low budget horror movie. I believe the movie was partially set at a trash dump and had zombies. The movie was actually made and he attended a premier.
