My hot water heater circuit breaker says 30 amp
I have a 30 amp circuit breaker for my hot water heater, is that 30 amps for each leg or a total of 30 amps?

It is probably a 30 amp double pole breaker. 30 amps per leg at 120 VAC is 240 volts, 30 amps total. The voltage adds, not the amperage.
