    The remote will work on the lower light and fan but not the top light. Just changed some bulbs in the upper light and not the remote will not work for the upper light.

    Wrong lamps (bulbs) without more info,
    We don't even know what you're working on, sounds like an appliance anyway. This isn't an appliance repair forum.
