    Who do I call to turn in my landlord for negligence?
    My landlord does not fix anything. My heater was going out daily throughout the winter. My oven (which was covered by the lease) no longer works, and (most recently) the water company contacted me and my landlord to inform us that the unit must have a leak. I was at work; the landlord went in to the unit then called me to say that it was "taken care of". Then I got the bill... My bill which usually averages about $100 was over $700. I'm a single, working mom of three - I do not have that kind of money. (the same reason why I haven't moved - can't afford to). I have repeatedly talked to the water company, they refuse to help or make an arrangement. They tell me to sue my landlord. My landlord refuses to help. He tells me that it is not his responsibility. I told him that I cannot be blamed for the pipes leaking and I wouldn't be able to afford rent if I kept my water on. His response was, "This is not my problem. If you don't pay rent on the first I will evict you." I have always paid my rent and water on time... What do I do?

    Where?

    In general - you send him a certified letter, return receipt requesting, demanding that the repairs be made.

    You can report unsafe conditions to your local Health Department. Keep in mind that you can be ordered out of the property by the Health Department if living conditions are dangerous.

    Move out and take him to Small Claims Court.

    I am more than sympathetic - but you don't have a ton of choices.
