On our outside condenser a/c fan does not turn... when it did it would squeal
    a/c out
For a few days we have noticed the A/c working on and off inside. I happened to be out near the compressor yesterday and noticed it squealing loud. I watched it and the fan would turn a little and then stop and start squealing. Now it does not turn at all.
    What's wrong?

With power off, see if fan spins free, if not, That may be your only problem.

It does spin free. Very easy to spin.

Besides open windings, a bad capacitor, no voltage.
Verify Voltage, and Caps go bad, they are a cheap and easy test.

Could be the compressor is locked up. Do check the start and run capacitors. They really are very inexpensive. Also inexpensive is the contactors for high and low voltage. Depending on how old the condenser unit is, the low voltage could be a separate tranformer. Try everything before replacing the compressor since they are expensive.
