    Nephew
    My husbands sister us a crack head and has nothing to do with her son who is 4 or5 now that my mother inlaw is going away for a year or two the sister does not want to sign overrights to us because she will stop getting food stamps what should I do we also cannot enroll him in school and the mother/sister refusses to do it saying she don't have time.

    You need to report the welfare fraud and child neglect to children's services and offer to foster the child.
