What to do with the boys?
Recently I joined a new high school, I'm setteled in fine but there's a boy that is so... so different. He's quite dreamy. Any way, every time see him I get the biggest butterflys. It's funny because I'm very confident on sage and everything, but I can't bring myself to talk to him.
My question is "how do I step up and talk to him?".

Start with hi in the halls for several days. Just hi and a smile in passing.
Wait to see how he responds, and if he starts saying hi first.
Then add a comment about class or ask him a question, nothing personal though - what did you think of that test?
If all goes well you can give him a compliment.
You will get little clues from him about how much to add, how much to pause in the hall, how much to say, as time goes on.

He's in the grade above so that rules out the class thing and also there are no hallways so to speak at our school (it's a very open and airy school)

Do you know his full name? Would you be able to add him as a friend on Facebook?

Why can't you add him on Facebook?
Its actuallly quite useful because if you talk to him when you see him and it's a "hi-bye" relationship, you can start a conversation on fb and maybe then it might get you two closer...

I think my suggestions can be adapted to your situation. You say 'every time I see him' so why can't you say hi for starters? That's how everyone else starts. Say hi and his name, and walk on by. Don't plunk yourself in front of him. The simplest hi and the way your face looks is the single biggest thing that lets someone know how you feel. Do that about 10 times over 2 weeks and if he hasn't paused long enough to start a conversation, he's probably not interested.

Smile and say hello every time you see him. The rest is pretty much up to him.
Good luck
