I live in South Africa. And I am doing my final year of electrical engineering project. I have to make a LED light fixture with certain requirements.

I am workig on the design proposal. I need someone to review my design proposal and help me with the right approach.

Ahhh... Senior Design project, I remember that.
You are asking for a large investment of time and effort from
Someone. An additional complication is the distance between us and lack of familiarity
With your Professor / Instructor.
As much as you feel you need someone to direct your efforts, I would argue that you have managed to successfully steer your way to your Senior year!
I expect as you have come this far that you are capable of completing whatever obstacles stand ahead of you... "There is on excuse for hard work".

Firstly it is MY hard work that brought me this far, I totally agree with you. I am the last person to run away from that.

I did not ask anyone to do my project or write out my design proposal. All I was requesting is for someone to scruitinise my design plans and give me some feedback. So I wanted to send my document and someone who understands the content matter, advises.

I am in close discussions with my lecturer and lead, but there is no harm in asking for external help ?

Certainly not... although I would recommend a Mentor that you could work with face to face.
