I have been told that to be asked to pay a fee for a us military soldier to return home was a scam. If the us officer wants to leave and be retired out of service does he have to pay his own flight home.

You ask about paying for a flight "home," but I think you are really asking about relocation benefits as the ex-military person finds a new job and starts a new career (perhaps with family in tow). If the person is leaving involuntarily then the benefits for relocation are pretty good, but if leaving under his own volition the relo benefits are a little less so. These relocation benefiits may cover a trip while still on active duty to research housing and job prospects in the person's new towm and may include assistance for spouse and family and moving of goods.
