I have a goodman condenser that will not turn on. I hear a humming noise but that's it. The box outside states there are no outside fuses. What could be the problem?

Could be as simple as a bad dual capacitor. IF the cap is bad, neither the fan nor compressor will kick on. However, you need to start by testing for power (240v) to the contactor on the outside unit. Check for power in and out of the contactor. If you have power in and out of the contactor when the themostat is calling for cooling, take a look at the capacitor. Is it bulged at all? If so, that's a dead giveaway that its toast. You can always take the cap to a local heating and cooling company and have them test it for you. Usually a ten to twenty dollar part. Hope that's it.
