    blower for york variable dc motor will not turn on. Speed selector circuit LED off
    Variable DC Blower motor will not turn on. If the blower speed circuit board Green LED is off does that mean the circuit board is bad?

    That is a possibility. I have special tools/meters to test and adjust the variable speed motors on the market right now. Guessing at the problem might end up costing you a bunch of $$$. Sorry but without the proper equipment and the knowledge of how to use it you are going down the wrong road. This is why I have told many a customer (Stay with the standard 3-4 speed motor style equipment since one repair of the variable speed equipment will cost you all of the energy savings you are supposed to get and more.)
