    I have been talking with a US Captain serving in afghanastan and I have been told that for him to get leave I have to pay the US leave department 4500 pounds. I think this is a scam, am I correct

    No, leave is like vacation time, they get it when it is their time in rotation. There are no "fees" for this. And there are no fees for military to enter or leave a nation. They do not go to a war zone on a visa.
