I am in a tax bracket where I do not have to pay any tax. However, both federal and state forms I am showing single and an additional $50.00 to be taken out. How do I enter a figure that allows no deductions to be taken. I would rather pay a small amount than get large checks back (especially since NC is always late in payments). Thank you very much.

I agree with your logic, as ANY refund is an interest-free loan to the goevrnement.

However, you may not have a choice in the matter on the federal level if you are a foreign worker, because the IRS restricts the number of allowances you are allowed to claim.

If not, submit a new W-4 and claim SINGLE with TWO alloances (the IRS restricts you to ONE allowance if you are a foreign worker).
