Air handler won't come on

Opened panel and manualy closed left contact and it turned slow then clicked off. Then pushed both contacts and it turned slow again and clicked off again,Smelled smoke might be from heating coil not sure. Any info. Would help

I noticed the floor was very cold at the airhandler closet. A coils are clean in airhandler and I replaced the filter.My outside compressor just keeps running without stopping.Airhandler seems to be cycling on and off like it should.
