I'm planning to bid on a job that requires the removal of an existing non-skid coating that was applied without priming the substrate first. The sub is plywood and the coating has probably less than 10% satisfactory adhesion. The plywood has cracks and is weathered on the surface (I plan to take the peeling non-skid coating completely off and sand or level the subfloor before applying a new surface).

Are there any REALLY GOOD products out there? I'm thinking that silica (sand) additives to premium paint over an oil based prime coat will be my best bet. Are there any elastomeric coatings that I can use? How about a thin non-skid rubber mat instead of sanding, priming and repainting?

Any advice will be appreciated.

My experience is in highway construction and I have not had much direct experience with non-skid surfaces except auto skid resistance requirements with hot mix asphalt pavements.
However, I notice that a special coating appears to be being used on sidewalk wheelchair ramps at street intersections in many areas (on the portion that slopes from normal sidewalk height down to the street surface to prevent someone from slipping and then sliding out into the traffic). Those are yellow and are of course applied onto concrete. I don't know if it can be used on wood.
A highway agency or street department may be able to provide some information about what they are using.
