Hi, my father's birth is registered in Portugal, but not the marriage. It turns out that he has to first apply for BI here in Goa before applying for marriage registration. Is there some way to get marriage registered without BI. Some say in Portugal you can register marriage without BI. Does anyone know the time it takes to get this done? And the exact documents required with translations and attestation?

Also is there anyone reliable in Portugal or Goa who does this? Many agents are just frauds and keep delaying the process. I don't mind going to Portugal, but I don't want to waste a trip if my documents are not in order. Any help is greatly appreciated. Thank you.
