    Fan motor
    My central air compresser is running but my fan is barely turning.

    Start with checking the run capacitor. If its bad it will have this symptom and it's a easy and cheap part to replace.

    If motor shaft turns freely then proceed to check motors run capacitor. If motor shaft has resistance to turning by hand then replace motor but still check run capacitor
