Not if you are smart... it takes only one unseasonalable cold night (actually ony an hour dipping below freezing) in Winter and they will break.

And even in Southern California from time to time it happens even if it is rare.

Someone else will have to comment on the legality that are familiar with your local building codes... I am not... I don't see why a vent wouldn't be... they are typically dry... however in most cases they are the upper part of the drains and those have P traps that have water in them to block sewer gas that would be prone to freeze if ever exposed to low tempratures...

That's what building permitting is all about. You get a permit to be sure what you are proposing to do is legal. And, especially with outside work, don't even think about doing it before you check with your local building department.
