Should I put a water barrier where a wall is meeting concrete
I am going to build a wall in place of my aging garage door. It appears to be an easy job, but do I need to put a moisture barrier between the concrete floor and the baseboard of the wall?

Do you mean the plate and the floor? New energy codes require an air barrier. Most new construction uses a foam barrier but you can use a couple of beads of caulk. Make sure the plate is pressure treated.
