    My dog whines all the time
    He has food. He has water. We have played with and exersized him... and he is still whining. We let him outside and he whines there and once he's inside. What does he want?

    He might have anxiety issues. A vet can prescribe Valium and keep him calmer.

    Is he injured or ill? He could be in pain.
