What type/material is your toilet closet bend? Flanges can be replaced or repaired but we should know more about your drain pipe first. Oatey 43652 Repair Kit for Cast-Iron Closet Flange

I have found that most home improvement stores sell a flange repair piece. It quarter moon shaped and fits under the current flange. I have used them several times on various repairs and it works.
