    I am a us citizen, I have immigration visas for my two kids
    I want to know if I can apply for a passport for them before they receive the green card or not

    You can always apply for a passport from their home country... you don't qualify for or get an American passport until AFTER you are naturalized as a US citizen... not when you get a green card.

    And if they are awaiting a green card... they aren't qualified.
