My Payne air handler fan won't turn on.
Payne air handler fan won't run. I can manually turn it clock-wise and it will turn but VERY slowly. If I turn it counter clock-wise it will turn for a second and stop. If the fan is stopped it will not turn at all without a manual turn. When it does turn I would say it turns about the speed of a record player. The unit is only 18 months old.
