Unpaid for job well done
I was called by a contractor to do some electrical work on a house in Texas I got a permit done the work , passed city inspection , the contractor says the homeowner should pay me ,homeowner says she paid the contractor bottom line I can't get paid what should I do

Sue them both. Generally sub contractors get paid by the contractor. But its not unheard of for the owner to pay directly.
In the future get a contract signed that details who pays you and when.

Sue them BOTH in small claims court. It's quick, cheap and easy.

Sue them both... she may have paid the Contractor... but if you fail to get paid you still have the right to file a lien against the property for the work you did until you are.
Ultimately... the Homeowner bears the responsibility to be sure everyone gets paid here even if they are right claiming they paid the contractor... this actually happens more often than you might think.
I assume this is in the USA... the laws may vary in other countries.

File a mechanic's lien. Your situation is exactly what they are for.

Agree you have the right to sue both, Owner will need to prove in court they paid the contractor. You can also file a lien on the home
