8 days been passed,I think you must lose your patient, but wait, let me answer it.I guess your physicians must not gave you sure answer that is the reason you ask here.Actually you have two questions here.1)Do your 2nd baby will have chance to infected by rubella and developed congenital rubella syndroms? 2)What chance your 2nd baby will be normal without infected by TORCH group of infection.TORCH infections are a group of infective agents which can pass through the chorionic villi from mother blood to fetal circulation and infect to the fetal. These groups infective agent are virus, bacterial and protozoan, which are;toxoplassmosis, rubella, cytomegalovirus, herpes simplex, syphilis, chicken pox, hiv(aids). The first question most likely is no if you already had one infection and in normal condition you will developed enough antibody to prevent the second infection but if you are not in normal condition such as you are using immune supressive drugs or immune depressive disease. How to find out? As your doctor did blood test;If your IGG is positive and stable( not changing) that means you will not infected again. The second questions is not easy to answer.Because some many illness involve and need to do blood test for each illness and the results hard to 100% sure.Your doctor must ordered TORCH test but many clinician think this is not a very reliable test.If IGG show positive then need follow-up test to prove it is present illness or old infection, then need to have specefic test to pick the antigent and it will involve a lot and expensive test. Most clincian pick the most top of the list illness;cytomegalovirus and rubella, and seems all show positive in your IGG titer, but Did they do IGM test too.The final answer most likely your 2nd baby will be normal if you have no genetic(gene defect disease) or you are in right age for carry a baby.If you can submit more detail of those test you have been done may be more help.
