    What ranking would I start at in the Navy with a master degree?
    Master Degree in Criminal Justice.

    Wow, with your degree you can speak to an Officer Recruiter about joining as an Officer. If you choose to do go this route you would be eligible to enlist as an O-1 Ensign. However, if you choose to go Enlisted being that you have a civilian degree you would be eligible to enlist as a Seaman E-3. It is definitely best to speak with a Recruiter because he/she would be able to give you the most accurate information.
